Certifications

Overview

The certification framework is based on global best practice adapted to meet the needs of procurement professionalism Nigeria. The system and process of the certification took into cognisance the need for professionalization of procurement and engagement of competent public and private procurement Practitioners.

The certification framework is through two routes: Academic track and professional track. Academic track will be through the Centers of Excellence (COEs) Procurement programmes in Short courses, Certificate programme, Post Graduate Diploma, Masters Programme and Bachelor programme in Procurement.

The procurement element of the SPESSE program is designed around the CIPS professional qualifications, based on its global standards.  There shall be two distinct routes to attaining qualifications, vis:

  • the Examination /Qualification route and 
  • the Applied Learning Routes (ALR).

The qualification route involves students embarking on self-study based on CIPS Level 2-6 examination curriculum.  Whereas the ALR is designed to enable students tailor their studies around the needs and prevailing circumstances of the organisation where they work.

The professional track will be through the BPP certification programme  in partnership with CIPS and the delivery mode will be  both online and Hybrid (online and study centers).  The professional track will be through the examination/ qualification route and the applied learning route.

The entry point to the certification route is through the Skill Gap Analysis (SGA). For both the Applied learning route and the Qualification routes candidates will pass through the SGA.

  • Examination/Qualification Route

Practitioners who have acquired experience over years and their equivalent in the private sector who have passed through the Skill Gap Assessment.

Examination/Qualification route

The certification programme is mapped against the Global best practice as shown in the figure below. The first stage is the Procurement Technician which is to provide an opportunity for those who are in levels 6 & 7 in the public service who had participated in BPP induction and some of the candidates who had participated in short term courses and certificate courses at the SPESSE Centre of Excellence who participated in Skill Gap Analysis.

Successful candidates at SGA will proceed to the categorized certification level following the global standard as shown below. This is CIPS Level 2-6 examination curriculum. Graduates of the Centre of Excellence in Procurement, Environment and Social Standard (COE-PES) who specialize in Procurement  may have some  exemptions  based on their certificate and performance at  SGA.
